# Consight vs Procore: Procore Bid Leveling and Alternatives

> Procore levels bids in its Bidding tool, lining up bid form prices side by side. When that is enough, when GCs add a tool, and the Procore alternatives.

**Short answer:** Procore levels bids inside its Bidding tool. You build a bid form of line items for each bid package, bidders price it (or you enter an emailed bid for them), and the Bid Leveling tab lines the bids up side by side so you can mark scope included or excluded, adjust amounts, add notes and award. That is enough for many teams that already run projects in Procore. General contractors add a tool when they need a bigger bidder network (BuildingConnected, PlanHub, ConstructConnect, SmartBid), takeoff and estimating (STACK), or every PDF proposal read and leveled against their own scope sheet (Consight, which imports Procore projects).

_Consight publishes this page and makes one of the tools it mentions. Procore and the other vendors are described from their own public pages, and the method is at the end._

## How does bid leveling work in Procore?

Bid leveling is part of Procore's project-level [Bidding tool](https://support.procore.com/products/online/user-guide/project-level/bidding), in what Procore calls the [Bid Management Enhanced Experience](https://support.procore.com/products/online/user-guide/project-level/bidding/tutorials/about-bid-management-enhanced-experience). That experience added bid forms, bid leveling and a soft award, and you turn it on project by project or for the whole account.

1. **Check your setup.** Bid leveling has been [generally available since September 23, 2025](https://support.procore.com/products/online/user-guide/project-level/bidding/release-notes) to customers on the enhanced experience. Your company needs a Procore Bidding subscription and projects upgraded to that experience.
2. **Build the bid package and its bid form.** A bid package holds the plans, specs and files for a trade. The bid form lists the line items and cost codes you want priced.
3. **Collect bids on the form.** Bidders submit through Procore, or reply to the invitation email with an attachment. When a bid arrives outside Procore, an admin [submits it on the bidder's behalf](https://support.procore.com/products/online/user-guide/project-level/bidding/tutorials/submit-a-bid-on-behalf-of-a-bidder) by filling out that bidder's bid sheet.
4. **Open the leveling view.** In the bid package, click the bid form, then the Bid Leveling tab and the Leveled Bids view. Procore's [tutorial](https://support.procore.com/products/online/user-guide/project-level/bidding/tutorials/level-bids-for-a-bid-form) requires Admin permission on the Bidding tool and works only for bid packages with response types configured, which Procore dates to after October 2023.
5. **Level the line items.** Toggle alternates, check the bid summary for excluded and missing items, mark each line Include or Exclude, edit amounts (Procore tracks the change), add notes and colors, add private line items the bidders don't see, and sort from lowest to highest.
6. **Award.** Export the leveled bids, then convert the winner to a subcontract or purchase order. Procore's [bid management page](https://www.procore.com/bid-management) says the conversion updates the project's budget in Procore Project Financials.

Procore also markets a [Bid Leveling Agent](https://www.procore.com/ai/agents/bid-leveling) that standardizes incoming trade bids into one table, uncovers buried exclusions, missing deliverables and cost discrepancies, and compares proposals against specs and drawings. That page links to plans but does not say which plans include the agent, so ask Procore whether your account has it. The other agents on Procore's [AI page](https://www.procore.com/ai) serve the project after award rather than bidding: Deep Search across specs, drawings, RFIs and submittals, and agents for submittal review, RFIs, daily logs and contract review.

## Is Procore's bidding tool good enough for bid management and leveling?

For many general contractors, yes. Procore's Bidding tool is enough when:

- Your projects already run in Procore, and you want the award to become a subcontract and update the budget without rekeying.
- You invite mostly subs you know, from your company directory or the Procore Construction Network.
- Your subs will price your bid form, or the bids are simple enough to key in by hand.

Teams look past it when:

- **Bids arrive as PDF proposals.** The leveling view compares what is on each bid form. When a sub emails a proposal with its own exclusions and qualifications, someone reads it and enters it on the form, unless the Bid Leveling Agent is on your plan and does that reading for you.
- **They want the scope sheet first.** Procore levels against the bid form you write. Procore's public pages do not describe drafting the trade scope from the plans and specs.
- **They need a bigger bidder list.** Inviting new subs at volume is where networks like BuildingConnected and PlanHub are built. For that choice, see [Procore vs BuildingConnected for bid management](https://consight.ai/articles/procore-vs-buildingconnected-bid-management).
- **They want bidding tied to estimating today.** The Bidding and Estimating integration, which builds bid packages from an estimate, has been in open beta since January 2026, per Procore's [release notes](https://support.procore.com/products/online/user-guide/project-level/bidding/release-notes).

## Procore alternatives for preconstruction and bidding

None of these replaces Procore's project management, financials or field tools. Most teams add one for a specific preconstruction job and keep Procore for the rest. Pick by the need.

## How does Consight work with Procore?

Consight does not replace Procore. It handles the document-heavy part of bid review and leaves the project in Procore.

1. Import the project from Procore, or create it in Consight.
2. Upload plans, specs and addenda.
3. Generate trade scopes and bid packages, or import your scope from a takeoff or estimate.
4. Upload subcontractor proposals as they arrive, then run Level Bids to extract scope and pricing from each one.
5. Review gaps, exclusions and qualifications against the scope sheet, with each value linked to the spot in the proposal it came from.
6. Soft award your pick and export the bid tab to Excel.

An admin connects Procore once in Settings, then Integrations. You can then [import a Procore project](https://consight.ai/help/import-a-project-from-procore-or-buildingconnected) with its bid packages, its submitted bids and their attachments, and the line items each bidder priced on the package's first bid form. Plans and specs are uploaded to Consight separately. A Sync with Procore button pulls changes again later. The connection is import only: awards and cost data are not written back to Procore. See the [Procore integration](https://consight.ai/integrations/procore).

## Bottom line

- **Stay in Procore** if bidders price your bid forms and you want the award to flow straight into a subcontract and the budget.
- **Add a network** such as BuildingConnected, PlanHub, ConstructConnect or SmartBid if the problem is getting enough subs to bid.
- **Add Consight** if the problem is reading PDF proposals and leveling them against a scope sheet, while projects stay in Procore.

## Frequently asked questions

### Does Procore have bid leveling?

Yes. The Bidding tool has a Bid Leveling tab that compares bids on a bid form side by side. It has been generally available since September 2025, and it needs Admin permission on the Bidding tool and a bid package with response types configured.

### Does Procore have AI bid leveling?

Procore markets a Bid Leveling Agent that standardizes trade bids and surfaces buried exclusions, missing deliverables and cost discrepancies. Consight differs by generating the scope sheet from your plans and specs, leveling against it and linking extracted values back to the source proposal.

### Can Procore level a PDF bid a sub emails in?

Procore's tutorials have an admin submit an emailed bid on the bidder's behalf by filling out the bid sheet, and the leveling view then compares it with the others. Procore's Bid Leveling Agent is its answer to reading the proposal itself.

### Is Consight a Procore alternative?

For preconstruction, scope generation and [AI bid leveling](https://consight.ai/articles/what-is-ai-bid-leveling), it is one option. For project management, financials and field operations, no. Consight is built to work alongside Procore.

## Methodology

We read Procore's support guides, Procore's product pages and each other vendor's own product page in October 2026, and checked Consight's claims against its help center. "Not advertised" means the vendor's public pages do not describe the capability, not that the product cannot do it. Consight publishes this page and has a commercial interest in it. Evaluate each product on your own bids.
