Base Bid vs. Leveled Price, explained
Base Bid is the price a subcontractor submitted on their proposal. Leveled Price is your adjusted number after plugs, corrected quantities, and added scope.
Why is Leveled Price higher than Base Bid?
Leveled Price is higher than Base Bid when cost was added in leveling: plugs for missing scope, corrected quantities, or scope added to match required work.
Add a plug for missing or unclear scope
A plug adds your estimated cost for scope a bidder missed, excluded, or underpriced to their Leveled Price, so every bidder is compared on the same scope.
Spot alternate-scope risk
When a bidder lists required base scope as an alternate, that scope may not be priced into their Base Bid. Flag it, then check their qualifications.
Read qualifications for hidden risk
Bid qualifications can change what a price covers. Watch for scope limits, shifted risk, or excluded permits and taxes, then add a plug or request a revision.
